New independent Chair appointed to lead Cornwall and the Isles of Scilly’s health and care system

Health and care leaders from across Cornwall and the Isles of Scilly have today welcomed the appointment of John Govett as their new Independent Chair.

He will join the Health and Care Partnership from 15 October 2019, working closely with local leaders as they continue to develop and implement strategies for health and care, in partnership with local people.As their new Chair, John will provide independent leadership across the Cornwall and Isles of Scilly system as it also moves towards status as an Integrated Care System (ICS). In an integrated care system, NHS organisations, in partnership with local councils and others, take collective responsibility for managing resources, delivering NHS standards, and improving the health of the population they serve.

His appointment follows an open selection process involving a wide range of local and regional stakeholders, including NHS England and NHS Improvement.

John Govett said: “I am very much looking forward to working together with colleagues from across the NHS, local authority, primary care, voluntary organisations and communities to put in place those joined up health and care services that we know people want.

“I have dedicated the latter part of my career to both; helping people transform their lives and helping leadership teams to do extraordinary things.”

“As Independent Chair, focus will be on promoting system-working and ensuring that we develop and deliver our key objectives with the money we have to spend; through collaborative working, agreeing system priorities and providing strategic clarity while enabling innovation and change locally.”

John’s family roots are in the South West. He brings a broad range of experience to the role; as Chairman, Group CEO, and in several Non-Executive board capacities. He has worked in the NHS, Local Government, at the heart of Central Government as well as significant Board level experience in the private, voluntary and charity sectors.

His appointment as Chair coincides with his family’s decision to relocate earlier this year back to the West country.

Elizabeth O’Mahony, NHS England and NHS Improvement South West Regional Director, oversaw the appointment process. She said: “I am pleased with John’s appointment to Chair the local system and would like to congratulate him. He will be responsible for holding the system to account while making sure Cornwall and the Isles of Scilly achieve the ambitions they have set. John will also help to build and enhance working relationships with a wide range of local, regional and national stakeholders.”

John Govett

• John Govett’s career portfolio spans; Currently he is Vice Chairman (Non-Exec) of NHS Basildon & Thurrock acute Foundation Trust hospital (former Finance & Performance Committee Chairman and Board SID). He also sits on the Mid and South Essex University Hospitals Group Board-in-Common (NHS Basildon & Thurrock, NHS Mid Essex and NHS Southend acute hospitals). He will stand down from his Essex NHS roles at the end of March 2020.
• His previous roles included: Successfully merging 3x government organisations into one as the Chief Executive of the Money & Pensions Service (part of DWP & HM Treasury). As the Group CEO of Ixion Holdings he achieved an “Overall Outstanding” OFSTED grade 1 rating and he sat on the Executive CEO team for the Shaw Trust Charity.
• He was the Managing Director of Surrey County Council (for all day-to-day local council services), Chairman of Paragon Concord Ltd (a 3 way joint venture) and previously was P&O Commercial & Strategy Director.
• John has extensive transformation, merger, joint venture, acquisition and Board level governance experience
Integrated Care Systems
• In 2016, NHS organisations and local councils came together to form sustainability and transformation partnerships (STPs) covering the whole of England, and set out their proposals to improve health and care for patients.
• In some areas, a partnership will evolve to form an integrated care system, a new type of even closer collaboration.
